Credentials Issue Date Displays Current Date

I would like to confirm whether the issue date of the credentials shows the current time instead of the actual time when the credential was issued. Is this a bug, or is it designed to work this way?

This issue is stale because it has been open 20 days with no activity. Remove stale label, add the enhancement label or comment to avoid closing it in 10 days.
