Provide information on delay period on voting detail #50

Currently we only show the amount of time left in the vote in the status dialogue but we probably should indicate the amount of time during the delay period somewhere as well.

There may be some design/ux thought we can do as to how best to communicate this information but wanted to create this issue to track for now.
