Variable @{upstream} not substituted

The variable @{upstream} is not substituted in a PR comment. I suppose it should be replaced by origin/main or something like that. I can see the variable there as a text. See the attached screenshot.

This workflow is used on GitHub Enterprise, with the pull_request event. I don't know if that could cause any difference.
