Hotkeys don't work with Russian keyboard layout

When using the Russian keyboard layout, hotkeys (keyboard shortcuts) don't function as expected. They only seem to work when the English (US) keyboard layout is active.

Steps to Reproduce:

• Switch to the Russian keyboard layout
• Try using any hotkey (e.g., Ctrl+S, Ctrl+C, etc.)
• Observe that the hotkey doesn't work
• Switch back to English (US) layout
• The same hotkeys work correctly

Expected Behavior:
Hotkeys should work the same way regardless of the active keyboard layout.
