Document new feature: cloud cost reporting and monitoring

What happened

• We're enabling more functionality around dashboards to monitor usage and cloud costs at a per-user level.
• Documentation for users to follow along on their own hubs is now live

Why is it valuable

• A key goal of 2i2c is to make the cloud safe for science, monitoring cloud costs gives communities trust that they won't get an unexpected bill.
• This lets every community see their unique usage and how it relates to cost, which is a feature of having a shared platform that deploys hubs that are independent of one another.
• User-level cloud costs allows communities to identify the individual trends and manage resources
