Duration Field Blank on Submitted Talks When Editing

Summary: tried to edit a submitted talk and "Duration" populated as blank. Since it's a required field, I cannot save my changes.

Steps to Reproduce

1. Log into https://speakers.chicagoroboto.com with an account that has talk submissions.
2. Start editing a talk submission.

3. (Optional) Make a change. 4. Hit submit. 5. Notice that form errors on "Duration" field being empty.

6. Open "Duration" drop down.

Expected: Changes saved without having to set "Duration". / "Duration" field populated.
Actual: Duration is empty and blocks form from being saved.

@devunwired It looks like this was a configuration issue with the new config requirements that weren't deployed to the Roboto instance.

I'm going to leave this open to add it the web based admin config.
