Allow updating user account email addresses

We have a problem where users change affiliation and need to update their email address, but are not able to change the email address. The current workaround is to create a new account with the new affiliation email, but then they will lose access to their existing projects that they may be continuing to work on.

From a data perspective, this can be done easily with the client API. The more significant concern is about access and accountability. If the user changes affiliation, would he/she still be able to access the other group projects? What about invoicing and reporting? If the mail is simply changed, all this can be messed up.
