The Windows binaries in the release do not appear to work at all unless Cygwin is already present on the system. Seems like they were not actually statically compiled, and are not actually "standalone."

Example of trying to run the x64 one in an updated Windows 10 VM without Cygwin:

The 32-bit one returns similar errors.
