nsswitch conf is configured differently on ubuntu and rocky #2

on ubuntu nsswitch.conf is completely overwritten with nsswitch conf, whereas rocky only certain lines are changed and uses the default config file

possible to look at changing rocky linux to do same overwrite as ubuntu so we can standardize the config between the two os
