Adding Dynamic Scroll Indicator

When scrolling through the website, i want to add a scroll indicator, which moves as we scroll through the site. It helps user experience and adds interactivity to the site

i Wanted to implement dynamic scroll indicator at the top of page. As Some pages in website includes scrolling, it will improve user Experience

Actually i followes all steps given in readme.md for website

means i know what all cahnges i have to do in indec .html file, but cant run it on browser

@4darsh-Dev sir, i executed the html css files to develop scroll indicator,
i was having problem in running django server, so i implemented feature directly by working on html css js part of project,

i have not imported all css files so the site looks a disorted, but the feature implementation is working as expected. And it wont affect actual site performance

instead of adding on top, can you update the bottom one it's will be much better.
Raise the PR with only committing the HTML,CSS and js file
