Fail to reinstall SD on not being able to install clip (as so many) tried EVERYTHING 10X. Please assist

I am having the some of the same troubles found all over the place, even in here.
I just don't seem to get past the installing CLIP.
What I have done:

• complete clean and reinstall of all NVIDIA drivers, python, git, stable diffusion
  What I have tried:
  using the git pull, the sb.webui download with the update script and run.bat
  Manually getting the CLIP and installing it. In the \venv and using and ENV=- in the webui-user.bat
  Using the whole process with an admin CMD and as user CMD.
  Tried updating the CUDA lib for pytorch.
  If anyone can assist me I will be very happy. I have been at this for 2 day now and it has become clear that I am not able to fix this by brute force reinstalling. See extra info below.

FYI:
I relocated the installation to my C: drive in case it was a UAC problem.
Before that I had given the entire A1111 folder all user permissions.

I managed to get it to install the CLIP manually by:
C:\A1111\stable-diffusion-webui>pip install https://github.com/openai/CLIP/archive/d50d76daa670286dd6cacf3bcd80b5e4823fc8e1.zip --prefer-binary --no-cache-dir

So that didnt throw an error but I do not see the CLIP folder anywhere

FYI two:
I rand an update for the pip setuptool and the wheel.
then did a pip for the CLIP int he venv/scripts environment:

Installed it on a different computer. Then copied all the python packages from the lib to the local python library.
Also, I turned off the exploit shield on malware bytes.
Seem to work now.
