How to convert to REC.2100-PQ/HLG with 203nits of reference white? #2178

Currently, seems we only have builtin conversion for REC.2100-PQ/HLG with 100nits reference white. However seems BT.2408 requires 203nits as reference white.
So how to implement a conversion for 203nits version of REC.2100-PQ/HLG?
