[Bug]: Menu Accelerators do not function until top menu bar is shown.

What happened?

If you have a RV.ini file set with noMenuBar=true under the General section, RV will not load the top menu, as expected.

When this is done, however, accelerators (hotkeys/shortcuts/etc) will not be active until the menu is displayed. It would be expected that these accelerators would be active, despite no visible menu bar.

This is reproducible on both packages that ship with RV as well as custom packages.

Only currently validated on Windows 10.
