Youtube videos don't play with VPN

Issue Details

I've had problems with playing Youtube when I have the VPN on but Youtube is in the exclusions list. I would turn on the VPN on another site while having YT play in the background and it would stop playing immediately. But on other occasions it would still work normally regardless of the VPN. At first I couldn't understand why this happens but seem to have figured it out: when video has zero georestrictions it works however when it has even a single georestriction it does not work (regardless of what VPN location you have set or whether YT is excluded in the first place), btw the site loads otherwise it's just the videos that do not play.
this also seems to be exclusively an Edge problem as in Chrome&Brave it works fine
