agoric-sdk's CI job for the loadgen uses a testnet. The CI job here only exercise the local-chain path, which differs in how the chain and solo processes are started. Unless we combine these path (see #54), we should add a CI test for the testnet task here to avoid breaking agoric-sdk's CI.
