Hi,

I want to use plugin

export BCFTOOLS_PLUGINS='/c/sources/MPSOnWindows/plugins'

/c/sources/MPSOnWindows/bcftools_static.exe fill-tags

The bcftools plugin "fill-tags" was not found or is not functional in
BCFTOOLS_PLUGINS="C:/sources/MPSOnWindows/plugins".

bcftools plugins are not working, and I can not upload any

Hmm. It's been a little while (years!) since I made these binaries-- if memory serves I did strip out some features (of bcftools) to get it to compile. I'd wager that plugins is one of them.
I'll take a look and see what I can find, however. If we're lucky, it's a small change that's needed.
Can I ask, are you just using the command prompt? msys2? Or something else?

It's not the most satisfying answer, but it looks like msys2/mingw64 supports bcftools (natively). It's not a static binary, but the following should install bcftools:
pacman -S mingw64/mingw-w64-x86_64-bcftools
