Is your feature request related to a problem?

Some users are russian, some are english. But bot can use only one language at time.

Describe the solution you'd like

Add command /language with language values auto completion. Only admin of server can change bot language.

Describe alternatives you've considered

No response

Additional context

Required a refactor of all localization code.
