[Repo Enhancement] Formalise bug report and enhancement templates to provide more brief, useful reports.

I'm suggesting we formalise the bug report and enhancement templates on this repo, in order to request information such as OS, detailed system info, jsonc config, style.css config, -l debug outputs for bug reporting, including <detail><summary> collapse support to improve readability. For enhancements, some form of "title, summary, what currently occurs, what you would like to happen, any possible render/image to show what you would like to be displayed". I'd be willing to write up a template as well, we could use for this. It would also increase accuracy of auto-tagging, given it'll be user-defined to tag, pretty much.

Exact Waybar version would be useful for troubleshooting as well if it's a bug report. Bonus if it can be reproduced with latest commit.
