Implement automatic item filter uploads/releases via official API

This would probably make the most sense when a new tag is created. See: https://github.com/elgohr/Github-Release-Action

GitHub Actions are probably the simplest way to do this, and they're free for public repositories. Having some persistent data that stores the last tag published to pathofexile.com and if there was any rate limit hit (however unlikely) will be necessary to be a good citizen and not get banned. Actions can store build artifact data (binaries, logs, etc.) for 90 days by default, which should work perfectly.
