Incomplete Work (gpt-3.5-turbo)

I am new to gpt-engineer. The resulting code from the example prompt has TODO items or "pass" functions. I see that others say the example prompt works out of the box.

This is also the case in other use scenarios I am finding. For example, For instance, "// Generate unique ID logic". GPT3.5 when asked directly would generate something for this. Is this a 3.5 limitation or a configuration error on my part?

I am guessing I will have gpt4 by the end of the month once billed but would be interested in getting access faster if that is the problem.
