Is your feature request related to a problem? Please describe.

It is difficult for third parties to develop code on top of apra pipes. They dont know what needs to be copied and where.

Describe the solution you'd like
We should improve the pipeline to make installers /packages as follows

for linux a tar.gz file containing the regular structure of
/include
/lib
/bin
readme.md
for linux : also a simple installer (.deb) which installs the include files to /usr/include/aprapipes and lib files to /usr/lib/
for windows we can just provide a .zip file.
we should provide the installer for the entire matrix (cuda, no cuda) x (windows, linux_x86, linux_arm)

Describe alternatives you've considered
documentation : but it is not as effective

Additional context
for windows we can also consider making nuget packages
more thinking is required if we expose dependency on openCV/boost etc.
