Is your feature request related to a problem? Please describe.
CUDA 12.3 is out there, It is best that we make ApraPipes move beyond 11.7 and test it with 12.x.

Newer GPUs will have features related to CUDA 12.x hence it is important to stay latest
Note: CUDA version will affect what PyTorch or ONNX version we use.
