Describe the TDebt
We have currently implemented an inefficient conversion and scaling of a int16 vector to float32 by iterating over each element and dividing it by scaling factor.

Additional context
We should instead make use of ippsConvert_16s32f_Sfs / nppsConvert_16s32f_Sfs
