Compatibility Issue between Whisper and CMake Version <= 3.22: FILE_SET Not Supported

Describe the bug
There's a compatibility issue between the Whisper package and CMake version 3.22 due to the absence of support for the FILE_SET feature(for installing) introduced in CMake 3.23.

1. Build Aprapipes with CMake Version 3.22
