Describe the bug
Currently, ApraPipes and vcpkg are being built with root privileges unnecessarily. Additionally, in the Linux build script, the CUDA path is appended to .bashrc each time it's run. This results in duplicate entries in .bashrc when the script is run multiple times for CUDA builds. These issues need to be addressed to improve the efficiency and cleanliness of the build process.
Expected behavior
-> ApraPipes and vcpkg should work without root privileges
-> All the path entry should be done only once
