Use maintained moodle plugin

Instead of https://github.com/pssl16/moodle-tool_oauth2owncloud the maintained plugin https://github.com/learnweb/moodle-repository_owncloud should be used.

It was tested with Nextcloud and has worked fine.

Not at all. Both versions are currently unable to create public shares via OCS, because both won't pass the CSRF check that is mentioned in nextcloud/server#5694.
