Create one central evaluation-readiness index page for PocketPay Contracts.

Contributor quality guidance may be scattered across README, PR templates, testing docs, and CI docs.

Expected Behaviour

The repo should provide one central page that links all evaluation-readiness requirements.

Suggested Implementation

Create an index page linking payment expectations, test standards, CI guidance, acceptance criteria audit, self-assessment, reviewer checklist, and communication policy.
