Submaps returning blank

When trying to create a submap from an map, the submap breaks with only the water visible. When hovering over the map, the names of preexisting burgs not native to the area can be seen.

Steps to reproduce

1. in the options at the top right hand side, click "load map"
2. When prompted by the window from where you want load, click "machine"
3. Select the map from the save location
4. Zoom in on the location you want to create a submap, preferably getting the entire province within view
5. Go Back to the options and go to "tools"
6. In the tools menus, at the bottom most section called "create" there is an option called "Submap"
7. Leave the options for the Submap menu as default and press the button "submap"

Expected behavior
A submap of the area that I have within the viewport
