Moving extension-operator to AKS Control Plane

Extension-operator and extension-agent deployments will be moved from kube-system to internal AKS infrastructure.

As a result, installation of Microsoft.KubernetesConfiguration/extensions resources on AKS clusters no longer installs these pods in kube-system.
