[Issue]silence build failure on kudo deployment api in todo-python-mongo-terraform

ERROR: failed deploying service 'api': deploying service api: Deployment failed because the build process failed

This was fixed by #3985. Recently it is occurring again in daily template tests pipeline run and it seems to have other causes. I reached out to deployment service team and asking for more info based on trace ID.

Deployment status api team is fixing the server-side error on

• build process log empty bug
• build process failed before start operation
• fix container initializing error by extending allotted time to 20 minutes or more instead of 10 minutes

Pending fixes on our side

• add app service name and deployment id for deployment status api team debugging info
• hard code build process log to fix empty log bug on client side like what az cli does: https://github.com/Azure/azure-cli/blob/aa1052b6fe215bd00bc8f51e57114911e1acdcdd/src/azure-cli/azure/cli/command_modules/appservice/custom.py#L5889
