Account non-BOINC WSL CPU usage correctly #6689
Description
Currently we measure the CPU time of the process (vmmem) where WSL runs,
and count it all as BOINC-related.
Instead we could count the CPU time reported by BOINC's Docker jobs
(need to verify that this is accurate).
