Notices tab is always Dark mode #6744

Describe the bug
In Windows 11, the Notices tab is always Dark mode when the default for apps is Light mode. For me, it is difficult to see blue hyperlinks when the background color is black (Dark mode). If boinc cannot properly detect the OS color mode, then there should be a View option to override the background color.
Steps to reproduce
In Windows 11, set default app color mode to Light and see Notices in Dark mode.
