Add agentic development guidelines to repository

Summary

We should add the agentic-development-guidelines/ folder (workflow, issue template, and PR template) to the repository so agentic workflows are standardized and visible to contributors. These files already exist locally but are not yet committed to the repo.

Context

The repo includes an agentic-development-guidelines/ directory with:

• WORKFLOW.md
• ISSUE_TEMPLATE.md
• PULL_REQUEST_TEMPLATE.md

They are currently untracked and need to be added to GitHub.

Proposed Approach

• Add the agentic-development-guidelines/ directory to version control.
• Ensure the contents match current local versions.
• Reference these docs in future agentic workflows as required.

Scope

In scope:

• Commit the guidelines folder and files to the repository.

Out of scope:

• Changing the content of the guidelines unless needed for consistency.

Acceptance Criteria

• agentic-development-guidelines/WORKFLOW.md is committed.
• agentic-development-guidelines/ISSUE_TEMPLATE.md is committed.
• agentic-development-guidelines/PULL_REQUEST_TEMPLATE.md is committed.
• No functional code changes.
