The Git Branch button's dropdown menu is too long when shrink the app's height to minimize.
So the menu's first some menus are hidden and can not select.

Steps to Reproduce

1. Open Settings page.
2. Click the Wrap tabs selection and close the Settings page.
3. Reopen Settings page.
4. Click the Git Branch button.

Expected Behavior

The dropdown menu must be shown fully.

Actual Behavior

The first some items are hidden and can not select.

Confirmed as a real bug report with valid visual evidence. The attached media shows the actual Cortex IDE UI, and clearly demonstrates that when app height is reduced, opening the Git Branch dropdown causes top menu items to be clipped off-screen and not selectable. The screenshot/video is coherent with the written repro/expected/actual behavior and appears authentic. Duplicate check against older similar issues (#22161, #22160) found related resize themes but different components/behaviors, so this is not a duplicate.
