Chocolatey install error on Install-ChocolateyDesktopLink

I was trying to install heimdall v1.4.2 and ran into an error on Windows 10, version 1909:

choco install heimdall ---->>>> error pops up:

Seems like a packaging issue in "chocolatey", not really a heimdall issue
