Add health check mechanism for Slurm configuration

Keystone won't work if Slurm isn't configured properly. Administrators would appreciate a mechanism to check the configuration. This could be a health check metric or a CLI call (or both).

Things to check (across all clusters):

• Fair share settings
• User permissions
• Account membership configurations
