cannot pinching with panning excluded option

Describe the bug
The pinch function does not work in the part of the element included in the planning excluded.

To Reproduce
Steps to reproduce the behavior:

1. set WrapperOption panning={{ excluded: ['excluded-element'] }}
2. try pinch action on 'excluded-element' element

Expected behavior
only disabled to panning and can pinch on it
and want to pinch with panning when start pinch
only disable to single tap panning
