Deliver quests

I have filled out all of the needed UI parts to get the delivery quest done except one because it won't let me save it.

I want to have them deliver 5 cod and 5 salmon to my NPC, however, if i add them and select the NPC, it won't let me press "Done" it doesn't tell me why but it keeps going back to the same screen to add stuff. I can only exit the screen when I clear the parameters and hit done.

Has anyone had issues with this? am i doing something wrong?
