Feature Request : pre-resize

First, great work! Second, I'm not a programmer, just an advanced user.
First request: I'm wondering if it is possible to resize the scaled window to a specific size and/or lock it to a specific aspect ratio before upscaling or downscaling. For example, I use a program that looks best when maximized on a 1366x768 resolution screen, but I can't size the window to 1366x768 and then scale it to fit a native 1920x1080 screen because there is no indicator of the windows dimensions.
Second request: Is there a way to make a Windows shortcut to start a program with a specific window size and scaling? That would be very useful.
