Evaluate Lando for provisioning environments

Lando seems like an emerging standard, let's make sure we're not reinventing anything here.

Without having done any research, just documenting a thought here: One possible approach could be to rely on Lando for the environment and use Spark as a collection of commands. But we need to make sure Lando can support our "hybrid approach" for Docker, where we're able to run PHP (and the web server) on the host machine for local development.
