The issue is in the transportation electrification regional scaling factor files...

What about state boundaries? Define a strategy here...overall primarily seems like a research question.

An example of the issue is as follows:
'Fayetteville--Springdale--Rogers, AR--MO'
How do we deal with regions that multiple regions and potentially multiple states?

Options from Kate:

  1. centroid
  2. area-based
  3. population-based

I lean towards splitting the urban areas that across state boundaries into each state proportional to the population of that area in each state (if such information can be easily attained).
