Updated instructions for doing translations

The instructions on the Wiki is incomplete and points to files that haven't been updated for 7 months, even though we have recently changed up and added options to the Canute menus. We should make sure that our public information about how to create translations is up to date and relatively easy to follow, and that the public versions of the language/code files are up to date.
