Represent intermediate metadata in RO-Crate format #12

Metadata from processed datasets is currently represented in a loosely-defined intermediate form which adheres to no particular standard. While this allows a substantial degree of flexibility in terms of the transformations that may be applied to it, for the purposes of interoperability a more widely-recognised standard metadata representation should be available.

This issue is to allow the representation of metadata in the RO-Crate format, and more broadly to implement an infrastructure capable of transforming intermediate representations of metadata into a range of output formats.

This may take the form of multiple Writer modules, each of which provides a self-contained procedure for transforming intermediate metadata into a specific output format, or dialect of format.
