Improve the "UV-CDAT Utilities Manual Table of Contents" links

I have just noticed that when you are on the UV-CDAT Utilities Manual Table of Contents page, all the links of a section point to the beginning of the section, rather than to a specific part of a section

e.g, for CHAPTER 2, you get the same link if you click on CHAPTER 2, correlation, median, ...: https://cdat.llnl.gov/documentation/utilities/utilities-2.html
