Create code that removes links to incorrect sweeps from question

Modify the DDI for the ResourcePackages that are linked to the sweeps https://clsr-ppcolw01n.addev.ucl.ac.uk/item/uk.cls.bcs70/3e48e231-c8c1-4fc9-a253-010e43435fd8 and https://clsr-ppcolw01n.addev.ucl.ac.uk/item/uk.cls.bcs70/0e2ba9d4-5ebe-4839-8067-91df053b4a22 mentioned in https://github.com/Colectica/closer/issues/151, so that the question https://clsr-ppcolw01n.addev.ucl.ac.uk/item/uk.cls.bcs70/d9d17ce9-123a-4b84-8855-fdd925bfdb22 only appears in the sweep https://clsr-ppcolw01n.addev.ucl.ac.uk/item/uk.cls.bcs70/5f4419cc-5f69-46bb-b775-ce82bdfc458a.

This involves removing QuestionSchemeReference and ControlConstructScheme references from the 2 ResourcePackages associated with the age 46 and 51 sweeps.

Based on information received from support@colectica.com, we might not be able to deal with this issue unless we delete older versions of items that are being picked up by the discovery platform; removing references to items would not be enough to resolve the issue.
