feat: Partial for manual mode

Description

We just released partial update with 6.3.0, but for now, it only works in cloud mode automatic.
The next step is to allow manual installation for other use cases and on-premise users

This is semi done already. There is this private server for uploading partial that I wrote a while ago (see /internal in capgo). If you, @riderx, are willing to open source it, it would allow users to use partial updates with automatic update mode (selfhosted capgo cloud).

I can also work on implementing partial mode for manual mode (using plugin calls)
