Describe the bug
AI puts, say, Urza's Mine on the battlefield, then looks for Urza's Tower, but puts a second Urza's Mine on the next turn

To Reproduce
Steps to reproduce the behavior:

  1. AI has 2 Urza's Mine in hands
  2. AI has Forest and Expedition Map on the battlefield
  3. AI plays Urza's Mine
  4. AI activates Expedition Map and finds Urza's Tower
  5. In the next turn AI plays Urza's Mine

Expected behavior
AI should play different Urza's lands

Additional context
When all 3 Urza's lands have been collected, AI should look for the Urza's Tower
