[Tutorial] How to contribute theme layouts #236

We need a tutorial outlining how to contribute a theme layout, including:

Providing links to CSS and SASS resources
Outlining the purpose of a layout and the responsibilities of a layout (e.g. being responsive)
How it fits in the theme system
How to modify existing layouts
How to contribute new layouts
