A rough procedure might be

1. Anyone who raises an Agenda Item (as a GitHub Issue) assigns it to themselves and to Jacob (as the moderator of meetings)
2. Jacob has discretion over what is and is not an Agenda Item (in consultation with core swarm)
3. Jacob decides whether to convert an Agenda Item into an Issue or Task.
