Lease length limits not enforced by default #128

Blazar doesn't seem to be enforcing limits on lease duration, despite being enabled in the default configuration.

default duration:

# kolla/defaults.yml
blazar_default_max_lease_duration: 604800

Default templated config:

# /etc/kolla/blazar-manager/blazar.conf
[enforcement]
enabled_filters = MaxReservationLengthFilter
max_reservation_length = 604800
reservation_extension_window = 172800
